Former security guard of Cobb abuse center charged with rape

For the people who sought relief from substance, verbal, physical and sexual abuse, The Circle in Austell seemed like the answer.

As a security guard, it was Moses Roscoe "Moe" Eaddy's job to protect them.

But instead, authorities say he preyed on them.

Eaddy, 43, has been accused of raping and sexually assaulting at least three women at the facility and on Oct. 29 he was arrested and charged with one count of rape and two counts of sexual assault, all felonies.

According to police reports, Eaddy is accused of attacking women on Sept. 10 and 17 in a storage room at The Circle, which offers mental health, substance abuse and developmental disability treatment to residents of Cobb and Douglas counties.

While in jail, where he is being held on a $25,000 bond, Eaddy was served with a warrant for a third incident that happened at a private residence in Austell. According to the arrest warrant, that third woman had also attended The Circle.

"It is not our job to form an opinion, but we consider this an extremely important case," said Debbie Garner, Assistant Special Agent in Charge of the Georgia Bureau of Investigation. "He was a person in authority who was victimizing vulnerable people."

Allan Lipsett, a spokesman for the Cobb Community Services Board, said Eaddy was hired in February. At the time, he passed a state background check with no red flags.

"We have been cooperating with the GBI during the investigation," Lipsett said. "He was suspended immediately after we found out and he is no longer an employee."
